Indiana SILC - Those with Vested Interest Cloud the Issues
The council people with vested interest continue to try and cloud the issues. The council continues to deny people the ADA accommodations and information that is needed in order to track what is going on at a meeting. Accommodations and information that would allow people to hold the council accountable for their actions.
Although the council refuses to address her concerns or even provide Ramona with the Electronic Documents of public information prior to the meeting as per her ADA accommodation request, she continues to try and work with the council, and others and answer their questions in the following e-mails.

Council Responds, but Instead of Addressing ADA Concerns Creates More Questions
On July 8th, after being sent out only an agenda and nothing else I sent out an e-mail letting the ICOIL council know that they were violating my rights under the ADA. I asked them to stop doing that, and told exlained the reasons why I was not in attendance atthe July meeting that was happening in Indianapolis that same day. See Privious posting.
This e-mail requesting that my ADA rights and the rights of others not be ignored sparked a lot of responses. Which only raised more questions, but did nothing to address the violation of my rights as a tax paying resident of Indiana. See for yourself what happened read on.

July 08, ADA still violated - Corruption and Fraud continues, but needs to stop
As those who have been following what is going on with the Indiana SILC, I have been trying to get documents that are going to be discussed sent to me prior to the meeting as an accommodation so that I can track what is going on at a meeting during the meeting. Unfortunately I am not the only person the council is denying accommodations and access to meetings too, even if I am one of the more visable.
The Evening before the council meeting Al Tolbert (the secretary of the council) sent me an Agenda (Downloadable from onecandream downloads) at the request of Carol Baker (The DSU - VR). I did not recieve the minutes or anything else that was going to be discussed only this agenda, and I recieved that 24 hours before the meeting right before I went to bed.
The July ICOIL meeting happened yesterday July 9, 2008. I did not attend because I did not recieve my requested accommodation. In addition, I had concerns for my safety.
I sent the following e-mail to the council to let them know that they had violated my rights yet again, and why I was not attending. I wanted to make sure they knew that I am still an interested party and that I still needed the documents that they were discussing at the meeting electronically. I also requested early my accommodation for the August meeting.

Council Slanders to avoid accommodating - Former Chair Jodi James Responds
Anonymous writes "The Indiana SILC has been denying Ramona Harvey her requested accommodation of documents in electronic format for nearly two years now. Even though Ramona has been very specific as to what she needs (Electronic copies of documents sent to her e-mail. prior to the meeting (at least 48 hours) in a format readable by dragons dictate. The council refuses to provide her with the accommodation which she has asked for to help her be able to track what is going on at a meeting DURING the meeting.
Ramona is not the only person who has been denied her accommodation. The truth is if the council likes you then you may get your accommodation. If the council does not then not only will you not get your accommodation, but the council will ask you for a doctors note and try to villify you.
Then instead of providing the accommodation, the council resorts to intimidation, threats of arrest and slander.
While Ramona has been denied her reasonable accommodation for nearly two years in the past few months the council's disregard for the rights of people with disabilities has gotten worse. See previous onecandream ICOIL postings and the secretary's Chronicles as well as the ICOIL video archive for further information.
The following is the e-mail that Ramona sent to the council when it became apparent that she was not going to get the accommodation that she needed for the June 2008 meeting. The e-mail was sent Tuesday June 10th less then 15 hours before the ICOIL meeting.
In this e-mail Ramona asked the council to stop denying her with the documents that she needed in Electronic format and violating her rights under the ADA. On July 2, 2008 the council (Richard Simers, and Teresa Mager) responded to Ramona's repeated request that her rights not be violated under the ADA with unsubstantiated slanderous alegations.

ICOIL: Preparation for June 2008 meeting - request for ADA accommodation
ICOIL Council (and concerned others),
The ICOIL meeting is next week and I still have not received any documents in Electronic Format (compatible with Dragons Dictate) sent to this e-mail as per my ADA request.
I still need several documents I have yet to receive, including the fraudulent minutes you approved at last months meeting.
Please send me to this e-mail any and ALL documents that you intend to discuss at the next meeting. (I need time to look over the information, Sending the documents at 4pm the day before the meeting that is at noon the next day three hours away so that I wont have time to review the information is not acceptable. Please send at least 48 hours prior to the meeting all documents. Considering you have had two years notification of my need for electronic documents and you have had almost a month since the last meeting this is not unreasonable) This includes:
The agenda
The Minutes from last months meeting,
Any documents you intend to discuss including any materials that any speakers will be presenting. (No thanks to the council, Last months speaker provided me with the information in the format I require - but it was not provided in advance as per my request so I can use it to help me track what is going on at the meetings.)
Note: This E-mail was sent out the morning of June 6th after waiting an entire month for the electronic copies of documents that had been repeatedly requested as part of an ADA accommodation.

Clarificating Problem with Training Camera on Members of the Public
In May of 2008 the council continued to violate my rights as a person with a disability by not providing me with the accommodation that I need and have requested under the ADA, in addition they kept a camera trained on me for the duration of the meeting even when I was not talking, and even though I am not a member of the council. They have already been told that they can't do that.
Several lawyers have said that it is not okay to keep train a camera on a specific member of the public. This has been has been put in writing.
After the last meeting I sent an E-mail requesting the electronic documents that I needed and had not recieved for the May meeting as well as the documents that I needed for the June meetings. I also made them aware of the problem with training a camera on specific individuals for the duration of the meeting.
The Vice Chair had some questions that I thought other people may also share about the recording of audience members... so I provided him and others with Charification see May 2008: Abuse and Brutalization of Citizens with Disabilities and the ADA
Though I intended this to clear up any confusion but this was not enough for the Vice Chair so I have provided further clarification for him and anyone else who may share his concerns.
The following correspondence was sent May 19, 2008.

Shut Up, Shut Down
By Larry Biondi
"Don't worry, sir. We've got it under control."
It would be easier to explain if I compared my lifelong predicament with being a foreigner who doesn't speak English. But for me and others with speech disabilities, it's much different. People don't just ignore us, they patronize us, think we're stupid, and maybe fear us too. We hear them. They don't hear us.
The police are no exception. My power wheelchair broke down one afternoon, out in the community. I flagged down the police for assistance. What I wanted was to call my support person to the rescue. Without taking the time to listen and understand, they rudely raffled through my work bag and belongings in search of my I.D.
Every time I told them what I really wanted, they answered, "Don't worry, sir. We've got it under control" — which they didn't. Lucky for me, my chair kicked in. I fled police protection and wheeled to another person for help.
On my way to a party, I knew I was headed in the right direction but couldn't remember the exact address. I asked a neighbor for directions, and she went into her house, I thought for a phone book or something. Then she returned to say, "Just hold on. I called the police for you."
Geez. I didn't know asking for directions was a crime. I took off down the street again, but the cops arrived, pursuing me as if I'd run a red light. At least I was the talk of the party. My hosts said I was their first guest to arrive with a police escort.
When we are young, speech therapists show people with speaking disabilities how to get peanut butter off the roofs of our mouths with our tongues, to control our breath when we speak, to talk slow-ly and e-nun-ci-ate. No one teaches us that the problem isn't in us but in the way society perceives us, and no one is teaching society how to listen to us.
People escape their own uneasiness, conveniently, by choosing to hush our voices, shuffling us to others as if to imply, "Well, I did my part, it's their problem now."

Murder Ball Short Film
For those of you who did not see the award winning film Murderball. Murder ball is Wheelchair Rugby.
"Murderball Pure Energy is a short film that shows the mental and physical vigor and power that people possess. It is focused on the athleticism of the sport. The athletes that play the sport and the fans that watch it love the big hits.
The catch phrase of the United States Quad Rugby Association is "Smashing Stereotypes One Hit at a Time". Watch, enjoy and support the efforts of these athletes, as they smash those stereotypes again and again.
The Paralympics are the second largest sporting event in the world. Yet they receive NO COVERAGE in the US mainstream media. You can help change that.
Here is the link to this short film. It is receiving the attention of mainstream entertainment industry executives. By showing your support of this film you can let them know just how entertaining and legitimate this sport is to the fans of sport itself. This can go along way to changing thier minds about the importance of televising disabled athletics.
You can give 3 different questions 5 stars each when you are voting. By voting 5 stars for each question, we hope to get these executives interested in providing this sport and many others the mainstream coverage they deserve.
Note: Onecandream understands the value of sports and recreation participation for all people. The people who produced Murderball are friends of onecandream and onecandream supports their awareness goal, and encourages others to do the same.

May 2008: Abuse and Brutalization of Citizens with Disabilities and ADA
On May 14, 2008 - the council continued to violate the rights of people they are supposed to be representing. Requested ADA accommodations were not only not provided, but they were actively denied. Police officers were present before the meeting even began and members of the public were threatened with forced removal when they asked before the meeting began to have IL funding and public comment added to the agenda.
Jodi James, who had not been to a meeting in a year was present. She was representing a council member. (Council members have sent representatives before). Jodi was civil towards the council and tried to treat them with respect in return she was treated like dirt.
The following correspondence was sent to the council, the Feds, and concerned others:
Note: More information soon.
